If you are just setting up Federal EIC for the first time then you need to go into the State/Federal Tax Tables and change the 'US' table to have the appropriate GL account for the system to post the EIC amount to.
Then run PR930 (File Maintenance, Earned Income Credit Table) to set up the EIC tables. (CONTRAC2 does not have this program on a payroll menu — you'll have to do the "O" option, and run PR930 from there.)
In the Employee Master file you enter an "S" if the employee uses the Single Table in PR930, or a "B" if the employee uses the Both Employee and Spouse Table.
